Concept Development Consultant for an open call USAID Private Sector Engagement El Salvador

Reports to Head of Programs | El Salvador | Consultancy

To provide in-country support to the El Salvador team, primarily alongside Raquel Orellana, El Salvador Head of Programs, and the leadership team, as they go through a period of growing. The consultant will lead the design of the private sector and diaspora partnerships and interest, development, and social enterprise potential to create a concept note to be submitted to USAID.

You will collaborate with the Director of the Americas, Director of Global Support, and Global Support

Coordinator as well to help articulate the El Salvador team’s vision and align with the country program work as well as Alight’s new strategical direction.

Background:

The Americas team has been developing a private sector engagement strategy in El Salvador the last year in addition to working towards building a strong program with the extraordinary projects they have implemented since 2018. There are opportunities to explore and expand to two new locations within San Salvador with BHA on Protection programming in addition to the current work. We plan to submit a concept note to USAID’s Innovation APS on March 15th, 2023, building another layer of programming that is aligned with our protection and youth empowerment work. All of this is tied to the unique hyper localization and gifts the Sisters bring to the Alight partnership.

Specific Activities:

Operationalizing of the strategy

• Use updated two-pager and the outcomes of the private sector partnership strategy as a starting point, to build an action plan that would lead to a concept note. This process should include the identification of innovative alternatives (interventions) to implement the key ideas of this strategy with the stakeholders.

• Align with the Alight Global Strategy in terms of identifying with the pillars and actions that link and connect with the El Salvador partnership strategy.

Business Development

• Alongside the Head of Programs and support team, design private sector strategy that aligns with the I USAID Innovations Activity (Addendum 6) to gain institutional funding

• Create roadmap and timeline for USAID concept note submission

• Secure at least two confirmed and signed alliances with private companies in El Salvador willing to contribute financially, in kind or/and professionally (with human resources or hours of professional services)

• Build partnership outreach with the diaspora. This includes the full cycle of partnership, from identifying interviewing and synthesizing the outcomes, along with creating a strong or stable alliance:

• Secure at least one confirmed and signed alliance with a Diaspora association in El Salvador willing to contribute financially, in kind or/and professionally (with human resources or hours of professional services)

• Build out a connections/linkages map between Alight’s private sector engagement and humanitarian work.

Deliverables

• Workplan of the engagement process with both Private Sector and the Diaspora – December 20th, 2022

• Document that outlines the development and humanitarian initiatives, linkages, and leveragability – January 15th, 2023

• Directory or database of private sector and diaspora actors identified and/or reached – February 28th, 2023

• Agreements or commitment letters signed by the partners for the CN to be submitted to USAID’s Innovation Activity – February 28th, 2023

• Leading the development and writing a Concept Note/proposal to be submitted to USAID’s Innovation

APS – February 28th, 2023

 Concept note with its logic frame, theory of change, objectives, outcomes, and activities

Qualifications

We’re looking for the following education, technical skills, & knowledge:

• A minimum of 3 to 4 years of experience in the NGO sector and writing awarded proposals

• Demonstrated attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively

• Knowledge of NGO systems and procedures desirable

• Knowledge of the private sector context of El Salvador

• University Degree in social sciences

• Excellent negotiation and representation skills

• Strong computer and reporting skills, especially Excel

• Effective verbal and written communication, and organizational skills.

• Advance level of English is required, and fluent Spanish is preferred.
